回應「公民1985行動聯盟」訴求，總統府發言人李佳霏3日晚間轉述表示，凱道上的聲音反映社會對於軍中人權保障的強烈要求，馬英九總統都聽到了，也肯定大家的訴求。另外，行政院長江宜樺召開記者會，提出成立「軍事冤案申訴委員會」等4點宣示。
馬總統認為，國軍存在是為了保國衛民，國軍的人權跟尊嚴絕對不容侵犯。
總統表示，推動軍中人權保障的提升勢在必行，他除全力支持行政院長江宜樺今晚記者會的4點宣示之外，身為三軍統帥，他會持續關心、強力督導國防部7月26日針對軍中管教、申訴制度、人權保障所提出的13項改革措施，務必杜絕類似事件重演。
行政院晚間9時半由江宜樺親自召開記者會，回應訴求如下：
一、行政院將會成立「軍事冤案申訴委員會」，接受社會各界對歷年冤案重啓調查訴求，也會主動過濾過去偵審中有疑慮的案件，這委員會將會則請政務委員羅瑩雪召集，成員包括國防部、法務部、律師公會代表、法律學者專家、人權團體和公民團體代表等。
委員會受理或過濾出疑案後，就會調閱國防部相關資料，國防部也會配合，如果資料符合再審或非常上訴要件，就會展開後續的法律程序。
二、全力推動修正軍事審判法，讓承平時間回歸司法審判；日前也已成立專案小組跟執政黨團溝通，連日討論，取得共識。優先把凌虐部署罪、違反處罰罪、違反阻擾陳情申訴罪、殺人罪、傷害罪，妨礙性自主罪等案件，都會在這修法中，交由普通法院偵審。 (接下一頁)
