立法院朝野協商結束，立法院長王金平今（29）日中午12時20分進入議場，上台主持談話會，台聯黨團仍反對召開臨時會，一度擠上主席台角落大喊「反對服貿協議在臨時會召開！」最後，台聯退席抗議。
立法院全院委員談話會在中午舉行，國民黨團35人提案召開第二次臨時會，並處理核四公投、服貿協議、軍事審判法修正案、國家安全法修正案，以及刑事訴訟法等19案。
國民黨提案經表決，97人出席、61人贊成、36人反對，因此臨時會順利排入國民黨提案。
民進黨團等40人提案召開臨時會，處理邀請行政院長江宜樺率同相關部會首長報告「軍中人權保障與陸軍下士洪仲丘受虐致死案」等12案，最後經表決，98人出席、32人贊成、62人反對，民進黨團提案遭封殺。
